2 Background Sections?

I think it is strange to see 2 separate Background sections. The first one is alright but the second one seems wholly unnecessary. The first sentence deals with Saddam invoking religion for political purposes, completely unrelated to Al-Qaeda link allegations. The second paragraph deals with the Feith Memo, which has its own subsection anyway. It also mentions the Prague meeting, which is also discussed later on. The details about the camp at Salman Pak can be moved to the subsection on the 2002 DIA report. The final paragraph with Mubarak al-Duri can be moved up to Conflicting Ideologies. It might also be cleaner to create a subsection under Skepticism specifically detailing the unreliability of defectors' testimony.
